To build a new dialup account:

1. Go to Start, then Control Panel (may be within Settings)
2. Open Network & Internet Connections, then Internet Options at the bottom
3. Click on the Connections tab
4. Near the bottom, select Always dial my default connection
5. Press Add near the top
6. Select Dialup to private network, then press next
7. Enter the phone number, connection name, username, password, etc as prompted.  Press next to continue advancing.
8. Press finish, then press OK on the Internet Options window.
