To build a new dialup account: 

1. Go to System Preferences.
2. Click on Network.
3. Click on the + bottom left hand corner of the window.
4. On the Interface dropdown menu, select Modem or External Modem.  Click Create.
5. Enter the relevant information in the window. (Telephone Number, Account Name, and Password).
6. Make sure "Show modem status in menu bar" is checked.
7. Click Apply
8. You can now connect or disconnect to your account using the phone icon in your menu bar.
